Job Description Job Description Title : Construction Quality Control Manager / Superintendent Location : New Orleans, LA Status : Full-time Safety Sensitive : Yes Position Summary: Midnight Sun Global Services is seeking a well-qualified individual to serve as the Quality Control Manager (QCM) and Superintendent, in support of a Federal contract in New Orleans, LA. The QCM/Superintendent will work directly with the Site Safety and Health Officer (SSHO) to maintain on-site presence at all times. Duties/Responsibilities: Quality Control Check and approve all items before submittal and stamp, sign, and date indicating action taken. Identify in writing all proposed deviations from the contract requirements. Update and maintain the quality control (QC) system that complies with FAR 52.246-12 Inspection of Construction. Implements and administers Quality Control Plan (QCP) based on client approved Quality Control Plan (QCP). Performs daily inspections to provide daily inspections ensuring compliance with delivery order requirements. Prepares material submittals and Material Delivery Verification Forms in compliance with the drawings and specifications. Prepares Daily Quality Control Report. Attends Pre-Construction meetings with subcontractors to promote understanding of QCP, applicable specification sections, and expected quality level. Maintains on-site records of: Quality control operations, activities, tests, and inspections performed including the work of subcontractors and suppliers. Drawing records and records of materials used. Factory tests and manufacturers' certifications. Coordinates third party testing agents as outlined in the QCP. Develops and implements methods and procedures to assess cost and responsibility for unacceptable material and supplies. Monitors all job site operations for compliance with contract requirements in noise and dust control, non-interruption of APS activities, and utility shutdown procedures. Prepares and submits accurate, detailed, written daily reports for the project. Ensure compliance with company Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.). Superintendent During design development: participate in meetings with Architects and Engineers to assess scope of work and sequencing; value-engineering, and other input as needed. During pre-construction: collaborate with the project team to develop staffing requirements, labor productivity rates, cost estimates, constructability reviews, execution planning, submittal logs, schedules, and subcontractor engagement. During construction: maintain a physical presence at the job site at all times and oversee all construction and related activities; scheduling (CPM and short interval); and direct all self-perform trades, subcontractors, and vendors. Manage subcontractors and coordinating day-to-day activities. Attend partnering meetings and quality control. Participate in site visits and meetings to assess scope of work, site conditions, logistics planning, and determine necessary resources to deliver project success. Prepare, provide, and track: job reports to include labor and equipment usage; Request for Information (RFI's); and Change Orders; Progress reports. Other Maintain on-site presence at all times. Must have an Uncompromising Commitment to Safety. Assist with other duties as assigned. Requirements: Education/Experience 10 years of experience in the construction industry with at least 5 years as a Superintendent on projects similar in size and complexity. Five years of satisfactory experience in preparing and enforcing Quality Control/Safety programs on contracts of similar size and complexity in the past or equivalent combined certification and experience. Bachelor's degree in Construction Management, Engineering, or related field highly desired. Knowledge, Skills, and Abilities Extensive knowledge of building codes and general engineering principles. Strong verbal and written communication skills, to include clear, concise, and professional presentation of information. Knowledge and experience with OSHA's guidelines including, but not limited to Confined Space, Cranes and Rigging, Excavation/Trenching, and Fall Protection. Must demonstrate a strong ability to: Adapt and be flexible to frequent changes in a fast-paced work environment. Collaborate and work effectively in a team environment with people of various backgrounds and styles. Adapt to the constantly evolving world of technology, design, means and methods, systems may include but not limited to: Microsoft Office suite, ProCore, and Adobe. Must meet the requirements for EM 385-1-1 and ensure compliance with national consensus safety standards to include but not limited to: CFR 1910, CFR 1926, OSHA, EM 385-1-1. Ability to build and interpret a critical path schedule and construction drawings. Experience with RMS and USACE construction projects. Certifications/Licenses Valid driver's license. CPR/First Aid certification. OSHA 30-hour construction safety course card. USACE Construction Quality Management for Contractors certification. Ability to obtain/maintain client site access and security requirements. Work Environment: Performance of the required job duties will be in both an office and active construction environment, which may include various weather conditions.
